1. Cecil M. KLOUBKAR (P) was born 19 March 1911 in New York City. He is a white, male citizen of the United States. He is married and has two sons. His present address is 1807 Burlingame, California. His previous residence was Madrid, Spain where he served as Chief of Station.

3. KLOUBKAR is a high school graduate.

4. KLOUBKAR has been a State Department employee from 1931 to 1944. Subsequently OSS and CIA. From 1929 to 1930 he was a bookkeeper and assistant to a traffic manager.

6. As a senior Foreign Service Officer of many years KLOUBKAR has the social, intellectual and diplomatic qualities that are necessary in any form of business activity. He is a pleasant and interesting personality.
