SUBJECT: Request for Non-Official Cover for Cecil J. KLOBUKAR (P)

The following paragraphs are keyed to points raised in Form 10-64, 2311.

A. General Information:

1. and 2. This request concerns Staff Employee Cecil J. KLOBUKAR (P) formerly Theodore C. OLSEN (P), who is converting to Career Agent status. He is presently Chief of Base San Francisco. He will operate in the same area on the outside as a Career Agent. KLOBUKAR has been under Department of State cover since the Agency was established. From 1941-44 he was a bona fide Foreign Service Officer. From 1944-47 he was with OSS/SO/CI. KLOBUKAR is a senior staff officer who has had Chief of Station positions during his entire career as an Agency employee.

3. M.A. KLOBUKAR will serve under unofficial cover domestically.

4. KLOBUKAR has been operating under LNSLED cover in San Francisco.

5. KLOBUKAR can assume his new cover immediately.

6. Since KLOBUKAR's change of status involves a domestic base where he is presently assigned, the only consideration involves establishing him under non-official cover in San Francisco as a contributing Base asset as soon as possible.
