5. An emasculated political apparatus in the WAVE area will deprive AMBIDDY-1 of all excuses to divide his time between Central America (where he belongs) and the WAVE area.

6. The tawdry aftermath of the ZRKN-11 raid can justly be blamed if not on AMBUE, at least on AMBIDDY-1's political representation in the WAVE area. With that representation effectively eliminated, one of the main sources of OUTICK discontinuities will have been effectively dislocated. Impending changes should at least eliminate the AMBUE pause and intel sections.

7. Should there be further unpleasantness in the WAVE area, EURASK will, once contacts with AMBUE have ceased, have a base for plausible denial of responsibility for not preventing it.

8. If we are to believe certain not altogether unbiased reports, AMBIDDY-1, through his mistress Adelaide PARDO, has become linked with the exotic demi-monde which moves on the fringes of common crime and which is closely intertwined with the remnants of Batista's regime. While AMBUE, and particularly AMBUE-2, may to some extent serve to counteract and slow down these trends, they are obviously unable to halt them entirely. Hence, the ultimate benefit to us could have derived from a liaison between AMBUE and AMBIDDY-1 has not been forthcoming.

9. As an enduring political compromise between the interests of AMBIDDY-1 and EURASK, consideration within the limits of practical politics, any solution which keeps AMBIDDY-1 out of the WAVE area and close to his command post, serves AMBUE and hence EURASK interests.

10. AMBIDDY-1 in WAVE area had become a breeding ground for rumors and beyond reasonable doubt a valuable source of hearsay and informed hints for AMBUE's agents. By dismissing AMBIDDY-1 and his pals out of reach, EURASK is losing a valuable source for major collection efforts of the type which he needs so badly.

11. AMBUE-2 is a "nice guy," personally prepossessing and basically honorable. He is evidently in full sympathy with EURASK's objectives. However, his ideological immaturity makes him an insufficiently recognized risk in the WAVE area. His association with ideological innovators makes him a menace to values, at least at this rather hopeless stage of the SECRET.
