We recall that some of the major troubles besetting the action mechanism prior Plan Giro stemmed from the interference of political considerations. Without downgrading the importance of ideology, it is apparent that in the struggle against AMTHUG, in any showdown between the military command and the political functionary corps, it behooves us to range KUBARK alongside the former unless the points at issue manifestly implicate PHYSIC security. Under AMWORLD groundrules KUBARK supports AMBIDDY-1 as the commander of an unconventional warfare instrument, not an exile organization, let alone the ideology and aspirations which animate it.

f. The AMTH opposition group represented by AMFUL-19 clearly desires a share in the decision-making process which KUBARK has entrusted to AMBIDDY-1. While they pay lip service to the principle of non-interference in purely military affairs, in the final analysis it would be impossible to keep the two aspects apart. Any concession of KUBARK's part to the pretensions of the AMTH opposition would confront KUBARK with intangibles in the form of covert pressures brought to bear upon AMBIDDY-1 whose impact we could not possibly gauge or control.

g. AMTH dissidence flourishes in the WAVE area, where AMWORLD's center of gravity rests in Central America. Unless AMWORLD's stewardship is underpinned by strict factionalism, AMWORLD's performance is bound to suffer since AMBIDDY-1's preoccupations will have to retain a focus on his WAVE area backyard.

h. The impression that AMWORLD may be disintegrating is fed by intel which essentially reflects WAVE area political turmoil. The problem is political, not the military. The military thrust, we believe, is intact, or at least relatively unaffected by WAVE area internal strife, against the uniformed AMTH regime. Since AMWORLD's military apparatus is heavily interlarded with exiles, and since the latter are by definition abroad, their support can no longer be AMTH-based. The challenge to cohesion of AMTH's strategic exile instrument could possibly be blamed upon KUBARK once its links with AMFUL-19 have been severed.
