MEMORANDUM FOR THE RECORD

SUBJECT: Ted Shack Telephone Conversation

1. Ted Shack called the undersigned at home shortly before 2100 on 18 May 1964 from Miami, Florida. I began the conversation by telling Shack that I had discussed the matter of a contact in the Miami area and that it was our opinion that it would be unwise and unfruitful to make such a contact at this time only after visits from Washington personnel and it was only safe with the full story in hand. Shack accepted this with the comment that he would naturally go along with our judgment in this matter. The essence of our general conversation followed:

Shack Meets with RAY in Caribbean:

Toward the end of our conversation Shack interjected the statement, "Well, I guess I had better tell you because you will find it in the reports in any case, that I have just come from a meeting with RAY." Shack gave the impression of being very satisfied with his trip and commented that RAY was finally prepared for his operation. In answering a question that I had raised concerning this, Shack informed me that he had reviewed the various questions with RAY and that he was satisfied that RAY understood the situation. Shack said that he was particularly interested in one point that RAY had raised, namely, that he had just seen CAL and that CAL had informed him that he had been in contact with the "Black Hole" and that this contact was in the SOUL. Shack (Note: In my opinion this is the first time Shack has mentioned this to me.) Shack commented that he would be in Miami for several days. I have a pressing free RAY and CAL concern.
