I told Smeik that I certainly felt that RAY's contribution is tremendously important, but that conclusion I observed that RAY's resources were obviously decreasing for I had only recently received an urgent word from the company (the closest making it would be proper for them to cope, with RAY's representatives, specifically Rogelio CISNEROS. I told Smeik that is in keeping with our policy. I had said that RAY and his group appeared to represent a patriotic and dedicated group interested in the liberation of their country and in the restoration of a democratic government. I told the person calling me that it might be wise to speak to RAY's group now and take opportunity present itself rather than to face the possibility of having to stand in line later. Smeik indicated that as men of value group I was speaking and he undoubtedly would as Rogelio CISNEROS probably told him of the contact recently made by members of the Cattlemen's Association of Cuba.

b. Defection of Samuel RODILES.

Smeik then asked me if I had heard of the defection of Samuel RODILES. I told him that I had not and that in all likelihood if such a thing had happened, I should know about it.

c. Blue Roca Break with Castro.

Smeik then told me that he had heard via Mexico that Blue ROCA had a falling out with Castro. I again had to tell Smeik that I did not know of any such development, but that if it had happened in the past, it was news to all of us. That Blue ROCA will not openly break with Fidel Castro unless ordered to do so by the United States. I told Smeik that Blue ROCA is too smart a fox to ever even consider such forthright moves.
