AMJAVA-4 was asked to convey this explanation to AMBIDD-1 and to stress that we consider AMTO-19 his senior rep in EPHETE.

8. AMJAVA-4 stated that there had been no betrayals and consequently AMBIDD-1 was always careful. At times he might even think that AMTO-19 was not loyal, which AMJAVA-4 added, "Of course is not true." As AMBIDD-1 analyzes his own performance, he is satisfied that he is performing well. He has been in the resistance business since Batista's days and many intimate friends have been lost in the process. At the present moment, he does not have 100% confidence in anyone. Everything he is told, he analyzes. As an example, AMJAVA-4 briefs Chaves (the Mexican) on a projected operation. AMBIDD-1 will question AMJAVA-4 closely in order to make sure that the instructions did not deviate from the plan as conceived by him.

9. Among matters which should be taken up with AMBIDD-1 direct, no matter how ticklish, was that KUBARK case officer HOLL, AMJAVA-4 and AMTO-19, sense that KUBARK has a poor opinion of him. That why beat around the bush. AMJAVA-4 at least had not "dreamed" any reason for this by KUBARK in AMBIDD-1's presence. Instead AMTO-19 had reported GUBRIEL's statement that he considered HOLL a poor choice for the intelligence job at AMBIDD-1 and a last letter had jumped to the conclusion that it was AMTO-19 putting words into GUBRIEL's mouth.

10. REHQ commented as follows: AMTO-19 will have to tell GUBRIEL or myself if in a given instance a personal comment is indicated. There are certain things which, with AMBIDD-1 out of the country, will simply have to be done. If he has no choice but to tell GUBRIEL or to tell AMTO-19, we however, should feel free to counsel not to over-issue such a channel. Headquarters rep considers that AMBIDD-1 might rightly resent anything which smacks of a junior officer (i.e., GUBRIEL) giving orders to him via AMTO-19, an impression we would do our best to eradicate.
