SUBJECT: AMBIDOT-1's PERSONNEL POLICY

1. AMAVA/A offered the following analysis of AMBIDOT-1's personnel policy as a significant facet of his relationship with others.

2. AMBIDOT-1 is a leader and a very proud leader who does not like to fail in the presence of his associates.

3. AMAVA/A was glad that the Miami incident (13 May press conference) happened. "AMBIDOT-1 was really angry with himself."

4. From the start AMAVA/A has tried to convince AMBIDOT-1 that Jose Role Rosales is not qualified for intelligence - so far in vain. "To let Role fail in doing the job is the way to convince AMBIDOT-1."

5. AMBID-19 cannot handle Role or Edgar Sopo, because AMBIDOT-1 won't let him. "We shall have to wait until they fall down on the job."

6. AMAVA/A claims to have a closer relationship with AMBIDOT-1 than does AMBID-19. He thinks he understands AMBIDOT-1 better than does AMBID-19, that he (AMAVA/A) knows how to get things from AMBIDOT-1.
