This approach rather than the claim of his victory would arouse the kind of interest, and in Castro's case, the kind of speculation which carries psychological impact.

4. We doubt whether AMBIDEX-1 at this stage is prepared to heed our counsel to be conservative in his claims to victory. In the unhealthy climate of competition engendered by the aspirations of numerous exile organizations vying to be the first, AMBIDEX-1 has been unable to resist the temptation to broadcast his victories and to exaggerate the damage they have inflicted.
