Colonel and Huan held meeting in which Huan explained the steps that he attempted to contact Colonel Conien and they succeeded. At a suggestion made by General Harkins for Ambassador Lodge, one of the persons could be contacted. Huan said that his purpose to contact Conien is to establish contacts that could be working with the Ambassador's approval. Huan said that a future meeting should be held to clarify the message that did not reach him.

Mr. Lam Ngoc Huan, Manager of Caravelle Hotel and senior field officer was visited due to his alleged involvement in November 1960 coup plot. Contacted an embassy officer after a social event and stated he was trying to establish contact with the American mission designated by Ambassador Lodge to discuss political suggestions. Huan provided a meeting setup to discuss with Conien and other officers who wanted to talk to the American military officer about the situation in Vietnam.
