OCCURRENCE:
In addition to the above information, Colonel Do Minh, (now Premier General), Chief of Military Security Service, gave his views on training ARVN and military intelligence reports this week to President Diem. Minh's report remarked on the need to pay special attention to the psychological and political warfare aspects of training ARVN units to make them capable of operating in the countryside. Minh also stressed the critical importance of the training of ARVN units for the counterinsurgency war in the countryside of Saigon and also to raise units, such as the Special Forces, away from Saigon.
