up the first mutual contact (experience has shown that the FUSILIER personnel will not take the initiative and must be positively pursued), a number of minor conversations (such as face to face and by phone) ended up in the vague promise on the part of Subject that "we must get together soon." In the interim the Station tightened the noose by approaching and putting ALEXANDER on a 24-hour-a-day basis for a little over two weeks and by conducting full-coverage surveillance for about one week. Our reasoning behind this move was as follows: such intensive coverage would possibly permit us to spot a likely place where we could inject an access agent; it would give us a better "feel" of his daily activity; it might uncover one or more of his clandestine contacts; the results of the effort, while far from solving our problems, did give us a wealth of information which should help us in our operational planning once AEBODR returns to his station.
Nina 7. The distaff side of the target was not ignored, and Nina A. MARANDE managed to spend some time in conversation with ASGOR-4's wife during a get-together of identity on 21 May 1969. As a result of this meeting the groundwork has been laid for a follow-up by MARANDE, despite the fact that the wife was at first cool and then lukewarm to the idea of getting together for a shopping excursion, we will do everything possible to bring about a meeting again and try to have MARANDE become the wife's personal confidante if this is possible. (In order to permit MARANDE to pursue this contact in the most natural manner and to give her a chance to meet and assess other FUSILIER wives, she has also become a member of Identity.)
Until his departure for home leave AEBODR was the primary FUSILIER target and will continue in this position after his return until we can reach a decision regarding future operations. There is one thing that should be kept in mind, however, and that is the fact that all of the FUSILIERS are reserved when it comes to dealing with members of IMPURE. It seems that it is possible to get some of the FUSILIERS to accept an invitation, even to a private home, but to try to develop such a contact into a continuing social relationship is a much harder proposition. Roland G. KROULIK's experience with 201-315506 followed this pattern, and he found it most difficult to continue and follow up what appeared to be the beginnings of a good relationship, nothing came of his attempt to get Stephen M. GARSIDE (201-245521) to utilize a subsequent opportunity to get together with 201-245521, only to have the latter refuse on several occasions to arrange a dinner with 201-189394, and then to put off (and this despite the fact that 201-189394's wife was a close friend and constant with non-VOLATILE personnel) any further effort to see that this meeting took place. It would appear that an explorer type who should not have to check out and get permission for every social activity. We hope that he will be able to accomplish the possible. There is no point in the Station's continuing the present operational program for the FUSILIER group unless we can demonstrate to Headquarters that we are fighting a battle that is worth fighting, a battle that we intend to win by fair means or foul.
