MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: Appointment of Mr. James A. Noel, Chief of Station, Madrid, Spain

1. The appointment of Mr. Noel as Chief of Station, Madrid, Spain, effective on or about 15 September 1961, is recommended. Mr. Noel would replace Mr. Archibald B. Roosevelt, Jr., who is scheduled to be reassigned to the Covert Action Staff.

2. Mr. Noel has been an employee of the Agency since 18 September 1947, and is presently assigned to NE Division. A biographic data sheet, including information regarding his Agency experience and training, is attached.

3. In view of the fact that Mr. Noel is not available for interview because he is on home leave the usual interview endorsement is not made a part of this memorandum.
