SUBJECT: Reference to James A. Noel by William L. Clark, Assistant Director of S.R.I.A. for Latin America

During the briefing of CIA personnel conducted by William L. Clark, Assistant Director of S.R.I.A. for Latin America, on 11 January 1954, he twice referred to the excellent cooperation between our Chief of Mission at Caracas, James A. Noel and the P.A.O., which he characterized as exemplary and a model for all other stations.
