OCCURRENCE: Gen. Don and General Tri met at a district chief's office in downtown Saigon at 10:45 hours. (a) Don confirmed that he had directed to Ambassador Lodge who had relayed our concerns. (b) Don stated that the Ambassador was unable to meet over several participants in the coup and requested that other U.S. personnel stop talking to colonels and majors about some of the planning. (c) Don was informed that Ambassador Lodge was scheduled to depart Saigon on the same date. (d) Don was interested in whether the Ambassador intended to depart on 31 October as this was the basis the Ambassador would have to make certain his change might be.

OCCURRENCE: (continued from last card) planned by the GVN; (e) Don stated that he was leaving on 30 October to coordinate final plans with General Minh and Khanh in detail; (f) Don requested Conein to remain in Saigon from 30 October to 1 November; (g) General mentioned that he would inform the Ambassador of this pre-coordination meeting; (h) Don stated that he was not involved in the planning and that the coup committee organizing was General Minh commanding international and had instructions to disband a plan if he knew any signs of coordination by the GVN; (i) Don, although indicating that he was not.
