On March 16, 1960 at the Special Group Meeting there was discussion of stepped up plans to use the base radio at Guantanamo Bay to expand the stations listening audience. VIETNAM Mr. DULLES Referred to the worsening security situation in South Vietnam... and commented that this appears to be a situation where S. F. training might be in order. DULLES asked whether it would be "politically feasible for Col. LANSDALE to visit the area to assess the situation on the spot." DULLES also discussed briefly "the possibility of assisting the South Vietnam government to mount guerrilla operations in the north."

OCCURRENCE:
On May 12, 1960, the Special Group discussed the subject of the invitation from President Diem for General Lansdale to visit Viet Nam. Mr. Hare said "that he assumed that the way in which Diem would like to use General Lansdale would not be acceptable to the U. S., but that some adjustments could no doubt be made. Mr. Dulles said that "Lansdale could be counted on to carry out whatever instructions he had in a manner least calculated to upset Diem."
