OCCURRENCE: "COLBY stated that: "As part of the pressure on the government in the August period, in response to the fact that these SPECIAL FORCES with Vietnamese military and with Vietnamese police had conducted the raid on pagodas, CIA was directed to suspend its assistance to the SPECIAL FORCES. We did not suspend our assistance to the police or to the military who were involved in that, but CIA is an easy thing to turn off, turn on and off. The other programs are much more difficult to turn on and off. In a simple way, I think this has had a certain influence in what they did. I know it resulted in the transfer of several units outside of Saigon when we said we would continue to support them." p. 78-79
