1. It is requested that Mr. James Arthur Hoel, GS-13, $9600 be appointed in the Foreign Service with the title of Attache, F.S.O.-4, for duty in the American Embassy at Caracas, Venezuela. Mr. Hoel will replace Mr. Robert E. Linsigen who occupies position number one as listed in above reference.

2. Mr. Hoel has been a member of the Foreign Service of the United States since January 1951. He served for 13 years as Vice Consul with the Department of State at various locations in Mexico, and joined this agency's predecessor organization in 1944 and was assigned to posts as Chief of Sections at Lisbon and Barcelona, and as Intelligence Officer in Madrid. He subsequently served as Chief of this agency in Italy in 1947 and has since served as Chief of Station in Guatemala at Guatemala City, and in 1951 at Panama City.

3. It is requested that subject arrive at his destination on or about 15 May 1952.
