1. Reference has been seen and noted by [redacted] and Headquarters' offer to assist him in preparing his retirement is greatly appreciated.

2. There is a matter in which Headquarters could be of assistance and which, incidentally, could influence [redacted] decision on the part he desires to play in Agency activities after retirement. He has been advised by [redacted] that CIA wishes him to retire prior to 1 January 1971. He accepts this decision and is prepared, as he has indicated, to accept employment on a contract basis. However, he has not been advised of the terms of such a contract. He has annual and sick leave accrued over a period of at least twenty years. The two restrictions now provided in effect at the time he was not paid for his annual leave but was told that, to be fair, annual and sick leave interviews would be held in secrecy and if he returned to [redacted] employment in the future the annual leave would be reinstated. Terms of the contract are still to be negotiated. [redacted] has not been interviewed into [redacted] on a regular basis. He has not been advised of the terms of the contract.
