SUMMARY:

1. A-19 was asked to provide the Case Officer with a sample of recent ARNOLD radio programs. (Comment: P/W requested this.)
A Station contact is considering producing a "Monitor" program, originating in Miami, and broadcast over WURL. All exile groups would be represented and it would provide a means for special broadcasts such as announcements of any successful ARNOLD ops, etc.

2. Reports from Media Elias frequently mention an action group known as "F.L.P." one of whose leaders uses the name of "El Diablo." A report from Media dated 14 March included an appeal for help in infiltrating "El Diablo" and some others who are in the camp. A-19 has heard that six men of the M.I.D. have just been sent out of the area in said to be "El Diablo's" Command. (Confirmed by MAR 1831) After they have been processed and briefed, A-19 will have them debriefed by ARNOLD-19 and Media. A-19 believes that this group is the source of most of the documents furnished by Media and are either the only source of contacts of Media or are completely controlled by the SOC. The latter theory is probably the correct one.

3. A-19 thinks that the captain of the "Adelita" will eventually be replaced by Media if he does not quit first. He still has not shown the kind of leadership necessary for military ops. Media, of course, will necessitate finding a new captain. A-19 believes that the captain's refusal to remain after Media's departure is causing difficulties with the rest of the crew and one, Jose Cabanas, left after his brother had been fired by ARNOLD-19.

4. Castera asked A-19 if ARNOLD-19 had received a security briefing recently regarding his not to discuss ARNOLD business. A-19 did not know if A-19 was still talking too much. Then the ARNOLD-19 contact gave a bit of information pertaining to ARNOLD ops and security. He added that the ARNOLD-19 contact was called to the attention of the Station as ARNOLD-19 but is called Media. This satisfied Castera and ARNOLD-19 will be reminded of his orders not to keep quiet about ARNOLD business.
