OCCURRENCE:

Interestingly, the officer, a Major (Red) Thien (phonetic), who had the mission to escort Captain Ho Van Cuong, Commanding Officer of the Naval Forces, killed the Captain prior to 1200 hours. This clearly upset the timing of the plan. However, Thien, he was a close associate to the Ministry General and no one knew of his action except the coup principals, and the actions loyal to them.

The Saigon Garrison forces, including support troops such as maintenance shops, engineers, etc., were contacted through individual commanders. Vietnamese Special Forces, because of its dubious role as the enforcer arm of the secret police, was a new contested but was always considered by the Generals as better completely loyal to President Diem.
