SUBJECT: AMWORLD—Review of Deficiencies
1. A meeting with AMBIDEX-1 has been called for weekend of 27 June in order to review certain deficiencies in AMWORLD assignment and, in this context, convey to AMBIDEX-1 appropriate message of Chief, WH's serious concern over manifestations of insufficient leadership in giving direction to and exercising supervision over the AMWORLD effort and the personnel assigned to it.
2. In reviewing events of the preceding twelve months, it will be possible to balance praise and strictures. What has happened, it appears, is that after a flying start, the Subject is beginning to feel the effects of a devolution of CIA controls and that deficiencies in the quality of AMBIDEX-1's leadership now appear in more striking relief.
3. In relating to AMBIDEX-1 our views regarding the state of AMWORLD affairs, we propose to dwell on following aspects:
a. Management Slippages, carrying over into the field of financial management as regards expenditures control, disbursements of funds, subjection to controls, etc., that require receipts and vouchers wherever valid. Budgeting still being enforced insofar as covering both straight and fixed subsidies. Faint odor of corruption.
b. Quality of Personnel. Leadership-bracket poorly staffed. Training program's inception, recruitment drive stalled.
