SUBJECT: Reference to James A. Noel by William L. Clark, Assistant Director U.S.I.A. for Latin America.

During the briefing of CIA personnel conducted by William L. Clark, Assistant Director of U.S.I.A. for Latin America, on 15 January 1954, he made reference to the excellent cooperation between our Chief of Mission at Caracas, James A. Noel, and the P.A.O., which he characterized as exemplary and a model for all other stations.
