As has been indicated above, KLOBUKAR has been given a very difficult primary target on which the Base had very little information or prior experience. While it has been a frustrating and sometimes exasperating assignment, KLOBUKAR has shown both initiative and perseverance in attacking it; his performance has been Strong.
