SUBJECT: AMBID-1's Reaction to Advice to Delay Return to U.S.
1. AMAVA/A reported that AMAVA-19 conveyed to AMBID-1 my advice that he not return to PARIS right away, but permit the dust to settle. According to AMAVA/A's advice led AMBID-1 to conclude that COACH did not want him back in PARIS. In order to test this theory, AMBID-1 decided to make a beeline for the U.S. Embassy in Managua to pick up his immigration visa.
2. Headquarters has learned that the visa was promptly granted and we presume AMBID-1's concern that he had been exiled a second time has as a result been assuaged. I asked AMAVA/A to tell AMBID-1 that we would be honored to welcome him as a potential fellow-citizen. Also, our relationship was based upon complete mutual trust. Our job was to protect his name in PARIS. What we were concerned about was that AMBID-1, should he return at this time, would undoubtedly be linked to my COACH, COORDIN and the press. All this it would be best to sidestep.
3. AMAVA/A was asked to convey to AMBID-1 that we will tell him when the coast is clear. If this understanding he should return to PARIS, the decision would, of course, be his. "It is his right to come back at any time, but I think my advice is good."
