One of the main factors that affected the coup was the decision to eliminate or keep President Diem. The majority of the officers, including General Minh, desired President Diem to have honorable treatment. Diem was still a symbol in South Vietnam and could not be replaced. On the part of Ngo Dinh Can, there was more dissension. The ARVN took over their license, along with Madame Ngo Dinh Nhu's, and the household.

In SNIE, 53-2-63, on 10 July "the situation in South Vietnam" the following quotation appeared: "If — as is likely — Diem fails to carry out truly and promptly the commitment he has made to the Buddhists, disorders will probably flare again and the chances of coup or assassination attempts against him become even better. ... We do not think ... a combination of his non-Communist opponents. A non-Communist successor regime might be initially less effective against the Viet Cong, but, given continued support from the U.S., could provide reasonably effective leadership for the government and the war effort."
