3. Source asked AMBANG/1 what backing he had from world powers for the invasion of Panama. AMBANG/1 replied that he still had significant White House contacts despite the death of John F. Kennedy. He added that he was in contact with top personnel at ODACID and held regular sessions with a very high ranking officer at KUBARK. He stated he also had been introduced by this officer to the Chief of Operations at KUBARK and was in regular communication with the ODACID officer. In general, AMBANG/1 stated, his sources of funds were largely ODACID. Source asked if it was to understand that AMBANG/1 had the approval of ODACID for operations into Panama. AMBANG/1 reportedly replied "I have been given the green light."

4. Around 1 February Source met in San Jose with AMBIDDY/1 for a private talk. AMBIDDY/1 suggested that Source associate himself with AMBIDDY/1's movement in order to help former posts in the liberation of Panama. Source replied that he was rather vague as to AMBIDDY/1's plans and backing. AMBIDDY/1 stated that he had been selected by ODACID for this. Problems having the necessary leadership and experience for the overthrow of AMTHUG. Source asked if he understood correctly that AMBIDDY/1 was telling him that he had the approval of ODACID. If so, why was AMBIDDY/1 receiving support from Venezuela and from Central American countries. AMBIDDY/1 reportedly replied that he did not actually rely on Venezuela and other Latin America donors for his small support, since he was receiving all his logistical and financial support from KUBARK. Source stated that he had no idea AMBIDDY/1 was amassing a formidable invasion force in Honduras, Costa Rica, and Panama CZ. AMBIDDY/1 replied that he planned to open very large camps in Honduras and Panama CZ. Source asked why ODACID had not made obvious the fact that ODACID had selected him to bring about the liberation of Panama. AMBIDDY/1 reportedly replied that ODACID had selected him because of his past experience, his reputation and his remarkable talent. Source asked if ODACID or others had made any plans to select a leader to replace AMTHUG. AMBIDDY/1 reportedly replied that ODACID had not selected a leader and because of this he was forced to represent himself as the leader. Source asked if he thought that AMBIDDY/1 did not need a leader to replace AMTHUG and establish a democratic government in Panama following the liberation.

5. AMBIDDY/1 spoke about AMBIDDY/1 and AMBANG/1 during his private interview with them while AMBIDDY/1's presence in Honduras. AMBIDDY/1 stated that he understood that AMBANG/1 was to be the leader of the movement. According to their activities, AMBIDDY/1 stated that he was not sure. Source asked AMBIDDY/1 if he had met AMBANG/1. AMBIDDY/1 reportedly answered Source that they had not met, but hoped to meet for talks.
