SUMMARY
1. Attached are two recent reports covering the activities of Jose Elias aka Nacho. The Habana contact, Bernardo Nieves has informed AMOR-19 that if he can be picked up he will be able to come to the WAVE area for about 15 days for debriefing and training. The Ramon Ponce de Cid, aka "el diablo" mentioned as having been cleared by the G-2 and awaiting for exfiltration does currently in the WAVE area, having escaped with four others. According to A-19 they have been interviewed by BURGE and were told to have no contact with any other PBPRIME group because they could receive no special training and be sent back to work several months. The AMOT have been debriefing the five for several days with the same idea in mind. GUERRILL will get the reports when the debriefings are over. A-19 has not seen the preliminary reports but says Alonso "L" has met with Monday. The exfiltration of Nieves ARUM has had no intention of accepting it but A-19 is considering offering the opportunity to do so to Aldo Vera (see below).
2. Aldo Vera Serafin (201-252362) This subject is a former member of the JURE, recently considered for use in an attempt to defect SOC officials in Madrid. Chs AMOT consider him a good action type and sought him out with the intention of infiltrating him and his group into Habana province. He is presently receiving special training for the job. Vera's file generally substantiates AMOT's evaluation of the man. However, local traces do contain unsubstantiated accusations that he is a G-2 and that he maintains contacts with alleged agents and informers. An ODENV report in 1963 did allege that Vera was engaged in transmitting and receiving messages by radio with Cuba. The Case Officer informed A-19 that while he had nothing definite to offer by way of proof he had some doubts about Vera and cited the above. A-19 says that Vera has had no radio contact with friends in Habana (WAVE) and that he offered full-scale facilities to AMOT. Assuming that Vera himself is clear, AMOT's evaluation of the man is that he is ambitious, capable, and determined. A detailed report on Vera's plans for infiltration is under preparation. The undersigned continues to have some reservations but remains puzzled by ARIS-4's and A-19's like-mindedness.
3. AMILCAR-1 has been told by COURGE that as long as AMOT requests his help to leave the country he will be blacklisted. COURGE suggests that he remain for blacklisting. According to the undersigned, requests that if he can be used he could be taken out at a reunion on the Adelaide. A-19 wanted to know if it was BURMA that was keeping him on the list. Guerrier pleaded ignorance.
